As City Engineers for the City of Liberty Lake, Welch Comer performed the design, bid, and construction management phase services for the reconstruction, widening, and enhancement of Harvard Road. This project included the 0.5 mile segment of Harvard Road between the I-90 interchange and the Spokane River.
In addition to reconstructing the narrow rural roadway to a five-lane minor arterial cross-section, the project includes illumination, landscaping, median islands, and meandering pedestrian/bike paths along both sides of the roadway. These paths will connect the Liberty Lake trail system to the Centennial Trail.
Construction sequencing was managed to maintain two-way traffic during construction, since Harvard Road serves as a major north-south corridor in east Spokane County. The design, bid, and construction procedures were performed in conformance with WSDOT standards.
Welch Comer also coordinated rights-of-way acquisition, in association with the City and WSDOT.
