The second phase of revitalization of Downtown Colville, WA continued in 2002 including the enhancement and overlay of Main Street, which is U.S. 395 through the City Center.
Enhancements included improved illumination, pedestrian bulb-outs at intersections, and new traffic signalization installed by WSDOT. Coordinating of traffic control and construction sequencing proved to be a challenge with 19,000 ADT on U.S. 395.
Oak Street, which is a collector street one block east of Main, was also reconstructed using the alternative road foundation process using cement-treated base (CTB).
Other project elements included water and sewer line replacement, storm drainage improvements, and a major concrete intersection at the junction of U.S. 395 and S. H. 20.
