2001 Washington Department of Transportation Engineering Excellence Award

Welch Comer Engineer’s Colville 2000 Downtown Revitalization and Transportation Improvement Project was named the “2001 Best Special Project” in its Project Excellence Awards from the Washington State Department of Transportation (WSDOT). As the project engineers for the Colville 2000 improvements, Welch Comer Engineers performed project planning, estimating, design, and construction management services for the City of Colville. Our firm also assisted the City secure over $11 million in grant funds to finance the project, including TIB, REV, and Enhancement funds. The WSDOT Project Excellence award is “given annually to recognize excellent project delivery, innovative design, and public satisfaction.”  

Phase 1 of the project was completed on-time and under-budget in 2000, and included improvement of Wynne Street to arterial standards with pedestrian and streetscape enhancements, plus traffic calming measures. Phase 2 improvements include enhancement of U.S. 395 (Main Street) through Colville. Phase 2 is was constructed in 2002. Phase 3, the alternate truck route was completed in three phases with the final phase being a roundabout at the intersection of U.S. 395 and Railroad Avenue. This final phase was completed in the fall of 2007.
